  • Performed a feasibility study to evaluate the economic and technical feasibility of constructing a new wastewater treatment plant (WWTP)
  • Projected organic and nutrient loading rates (and loading rate variability) for start-up and out-year conditions for existing and prospective pharmaceutical process waste streams
  • Assessed commercially available and proprietary technologies to pretreat industrial process wastewater and performed life-cycle optimization analysis for each
  • Developed conceptual design and regulatory framework for the new regional WWTP
  • Developed conceptual estimates for the design, construction, and operational costs for the new regional WWTP
  • Developed permitting, design, construction, and financing strategies to facilitate WWTP start-up
  • Conducted rate structure analysis for the two existing pharmaceutical industries and anticipated new pharmaceutical users
  • Prepared ownership and financing plan based upon public financing and ownership, and prepared alternative plan based upon private financing and ownership
