Mr. Letkiewicz is experienced across multiple market sectors in managing complex energy efficiency and renewable energy programs. Mr. Letkiewicz specializes in energy policy and regulations and he frequently advises clients on current federal, state and local incentive programs. Mr. Letkiewicz is a Co-Chair of the Clean and Renewable Energy Sub-Committee for the Syracuse Center of Excellence in Environmental & Energy Systems.

Dr. Parikhit (Ricky) Sinha leads the Firm's greenhouse gas (GHG) program and GHG projects for industrial and institutional clients, development of baseline carbon footprints, estimation of project-specific GHG emission reductions, and forecasting of future GHG emissions from the operation of new facilities. As a former study director at the National Research Council’s Board of Atmospheric Sciences and Climate, Dr. Sinha has led studies relating the science of climate change to federal policies for carbon mitigation and management. He has served as a member of the Pennsylvania Climate Change Roadmap Working Group and the Pennsylvania Department of Conservation and Natural Resources Carbon Management Advisory Group. Dr. Sinha has authored numerous technical papers in the areas of climate change policy, air pollution, environmental statistics, and risk assessment. He is a board member and former chair of the Delaware Valley Chapter of the Air and Waste Management Association. He has a Ph.D. in atmospheric sciences from the University of Washington, Seattle, and a B.A. in environmental engineering from Harvard University.

Mr. Madigan, a Project Manager with O’Brien & Gere, has more than 26 years of experience designing high-performance mechanical systems and providing energy consulting services to owners of commercial, industrial, municipal and educational facilities. Areas of technical specialty include HVAC systems, boiler and chiller plants and industrial test laboratories. Recent energy engineering projects have involved advanced HVAC and control system design, energy efficiency feasibility studies, building commissioning and Leadership in Energy and Environmental Design (LEED) consulting services. Mr. Madigan is accredited as a Qualified Commissioning Process Provider (QCxP) as designated by the College of Engineering, University of Wisconsin-Madison.

NYSERDA Program Manager

Mr. Skrupa has more than 27 years of professional experience in areas of mechanical engineering, project management, and energy management. As manager of the O’Brien & Gere New York State Energy Research and Development Authority (NYSERDA) program, Mr. Skrupa provides industrial, higher education and municipal clients’ technical assistance to perform energy efficiency technical evaluations, peak load reduction strategies, energy procurement analysis, combined heat and power analysis, and renewable generation analysis.

As a follow up to the technical assistance Mr. Skrupa is responsible for energy project development working with clients to develop project scope, project budgets, identify and secure incentives, and coordinate technical and administrative responsibilities with engineers, designers, drafters, construction trade groups and commissioning professionals for the implementation of energy based projects.

Mr. Martin, Vice President of O’Brien & Gere, leads the Firms’ corporate pre-construction estimating, scheduling, and procurement services and provides project development leadership for biomass to energy programs. Mr. Martin has more than 17 years of professional experience in areas of project development, engineering management, design build project management, and commissioning of facility and biomass to energy programs. Specifically, Mr. Martin is leading the development and execution phases for key O’Brien & Gere programs including a Cellulosic Ethanol Facility in Northern NY a biomass heating district plant in Western PA, and a biomass Combined Heat and Power (CHP) facility in Central NY.

The biomass to energy strengths align with the Firm’s sustainability program and I-Define™ process. The biomass to energy programs includes Cellulosic Ethanol, CHP facilities utilizing biomass (i.e. wood and waste products) and includes programs that derive energy from plants and plant-derived materials.

Mr. Norris has over 23 years of environmental engineering experience with an emphasis on the design, fabrication, installation, commissioning and operation of a wide range of industrial thermal processes including oxidizers, boilers, ovens and related systems. He routinely assists clients in the chemical, pharmaceutical, industrial, municipal and manufacturing sectors to evaluate, specify, and implement thermal processes with special emphasis on waste heat recovery and reducing operational costs. Typical waste heat recovery strategies include, but are not limited to, waste heat boilers, waste heat power generators, absorption chilling, economizer and exchangers. As Senior Managing Engineer, Mr. Norris leads the firm’s technical staff on air pollution control applications and technologies as manager of the firm’s APC Technologies™ Group. He also leads the Waste Heat Recovery Initiative which focuses on applying various technologies to convert waste heat to usable utilities.

Mr. Eckler has more than 20 years of professional experience in a career that has focused on local, state, and federal right-to-build requirements; environmental regulations and permitting; site assessments; and environmental compliance issues. As a Senior Managing Scientist with O’Brien & Gere, he directs the broad range of activities required for the acquisition of environmental and zoning related permits and approvals, as well as federal and state-required environmental impact assessments (e.g., National Environmental Policy Act). Mr. Eckler leads a team of experienced scientists and engineers focused on obtaining timely "shovel ready" status for projects. O’Brien & Gere programs include a Cellulosic Ethanol Facility in Northern NY, a biomass facility in Central NY, and support for numerous energy-related funding applications.
