As part of a larger privatization program, O’Brien & Gere is developing a short term (5-year) Master Plan, which will serve as a strategic planning guide for future improvements to the water and wastewater systems at the Base. The Master Plan addresses water and wastewater system issues such as demand and flow summaries, hydraulic modeling, system mapping, cost estimates, construction duration and schedule, and implementation strategies. Water demands and wastewater flows for the Base will be developed for the 5-year term through 2012. The program is being directed by American States Utility Services, Inc. (ASUS), a subsidiary of American States Water Company.
Assessments and facility inspections of existing water and wastewater systems are currently being conducted and the resulting information, along with a summary and prioritization report of facilities requiring rehabilitation or replacement, is being used to generate a list of projects to be undertaken in order to address existing water and wastewater system deficiencies.
