Mr. Rest serves as Senior Vice President of O’Brien & Gere’s Total Water Solutions Group. With over 30 years of professional engineering experience, Mr. Rest assumes responsibility for directing comprehensive water and wastewater programs for large and small municipalities, authorities, and privately owned utilities. Mr. Rest has extensive experience in water-related projects, with particular expertise in water treatment/water quality (over 1 billion gallons/day in treatment facilities), master planning, hydraulics/pumping, water supply development, and water distribution/transmission/storage. Mr. Rest applies his knowledge to a wide variety of programs involving state-of-the-art technology, regional planning, decision modeling, design and construction, and optimization.

Mr. Keyser leads O’Brien & Gere’s Corporate Federal Programs. He has more than 28 years of experience in engineering, 26 in federal service as an Army Engineer Officer, including service as a construction program manager on the Army Staff in Washington and as Commander of the Corps of Engineers Districts in Philadelphia and Mobile. His experience in conducting military construction, operations, and maintenance projects for the Army, as well as executing projects on behalf of the Army, Air Force, Department of State, and USAID provide Mr. Keyser with capabilities that can assist clients in developing both technical and funding solutions for their water and wastewater challenges.

Mr. Gell’s comprehensive experience in municipal and industrial water resources ranges from source development to evaluation of distribution systems. He has directed a number of water resources projects in major cities and small communities. His experience includes design, construction review, and inspection. Mr. Gell has served as project manager on programs involving: master plans, water system modeling, source development, hydraulic analysis, pilot studies, water treatment facility design, water treatment, process evaluations, pumping stations, water transmission and storage, instrumentation and emergency planning, process control, sludge management, corrosion control, surge analysis and water rate analysis.

Mr. Kachalsky leads O'Brien & Gere's Metro New York region Total Water Solutions team. He has nearly 30 years of experience with wastewater and water programs, both large and small. His particular technical skills include hydraulics, membranes, wet weather programs, facility planning, design, and construction. Mr. Kachalsky led the first study of membrane technology for wastewater effluent treatment in the New York City Watershed, and has successfully managed engineering programs valued in the tens of millions of dollars.

Mr. Dumm is a licensed Professional Engineer in Pennsylvania and Virginia with over 19 years of experience, primarily focused on water supply and water/wastewater system planning. Mr. Dumm has managed and served as lead engineer on numerous large and small water resource projects. He has worked extensively with regulatory personnel at the US Army Corps of Engineers, state permitting agencies, and resource agencies on permitting new water supplies.
Mr. Dumm's water resource planning projects have included extensive investigations of existing and proposed surface and ground water supply sources; including complex hydrologic modeling of safe yields/synergistic operation of river and reservoir systems; water supply permitting; water quality sampling and modeling; water demand projections; consolidation of treatment facilities; pumping station siting, sizing, and condition assessments; hydraulic modeling of distribution systems; cost estimating; and prioritizing capital projects.

Mr. Chasman currently directs municipal business development for O'Brien & Gere's Southeast region, which includes state / local governments, the higher education / institutional sectors, and the transportation industry. Mr. Chasman has 40 years of engineering experience, including 25 years as owner of a regional civil and environmental engineering and consulting firm. Mr. Chasman's experience has focused primarily on planning, design, and permitting of infrastructure improvements for local, state, and federal government. In particular, Mr. Chasman has extensive experience in transportation, water and wastewater, storm water, and capital improvements planning.

He has over 20 years of combined experience in the A/E industry and has managed a diverse variety of process water and wastewater treatment projects in the automotive and transportation, pharmaceutical, pulp & paper, food & beverage, chemical, iron and steel, and other manufacturing industries. Mr. Elliott’s past work experience includes strategic marketing, sales and new business development, account and project management, client services, and regional office operations management. He is responsible for strategic market development, project scope definition, cost estimating and budgetary control, project and account administration, and client relationship management.
