Areas of Expertise:
Mr. Bowers is Vice President of O’Brien & Gere’s Dams and Water Resources Division, located in Blue Bell, PA. He joined O’Brien & Gere in 1978 after graduating from Cornell University with a Master’s Degree in Civil Engineering, with an emphasis on geotechnical engineering. Mr. Bowers has more than 28 years of experience in dam engineering, beginning with the National Dam Inspection Program in the late 1970’s. This experience has included inspections, investigations, design, resident engineering and construction administration for numerous dam rehabilitation and reservoir management projects throughout the northeastern United States, and he is currently the Project Officer for approximately 20 ongoing dam and reservoir programs. He is a long-standing member of the Association of State Dam Safety Officials, for which O’Brien & Gere is a Sustaining Member.

Mr. Anestad has more than 12 years of professional experience performing dam-related investigations, analyses, design, and construction engineering. His primary focus is in the area of hydrology and hydraulics, including spillway design flood evaluations and dam failure analyses. He has been conducted more than 50 dam inspections throughout the northeastern U.S. and has helped develop numerous Emergency Action Plans (EAPs) and O&M Manuals for our clients. He regularly uses the US Army Corps of Engineers' HEC-1, HEC-2, HEC-HMS, and HEC-RAS and the National Weather Service's DAMBRK computer models while performing the hydrologic and hydraulic analyses.

Edward G. Drummond

Mr. Drummond has more than 17 years experience performing structural designs for steel, concrete, and timber buildings, including foundations and underpinning for new construction and rehabilitation of existing structures. He has designed and/or managed projects that include control/ process buildings, water treatment plants, wastewater treatment plants, heavy concrete hydraulic structures, above and below ground tanks, dams, retaining structures, intake structures, and heavy foundation systems. Mr. Drummond has also performed analyses and evaluations of existing structures, including detailed assessments of foundations and superstructures. His experience includes structural design and management of dam engineering projects, including gravity dams, concrete buttress dams, small arch dams, earthen dams, spillways, energy dissipation structures, outlet works, and other ancillary structures.

Mr. Dumm is a licensed Professional Engineer in Pennsylvania and Virginia with over 19 years of experience, primarily focused on water supply and water/wastewater system planning. Mr. Dumm has managed and served as lead engineer on numerous large and small water resource projects. He has worked extensively with regulatory personnel at the US Army Corps of Engineers, state permitting agencies, and resource agencies on permitting new water supplies.
Mr. Dumm's water resource planning projects have included extensive investigations of existing and proposed surface and ground water supply sources; including complex hydrologic modeling of safe yields/synergistic operation of river and reservoir systems; water supply permitting; water quality sampling and modeling; water demand projections; consolidation of treatment facilities; pumping station siting, sizing, and condition assessments; hydraulic modeling of distribution systems; cost estimating; and prioritizing capital projects.

Mr. Emmanuel is a Project Manager in the O’Brien & Gere Engineers’ Dams and Water Resources Division. He has more than 28 years of experience in the civil, water resources, and environmental engineering fields. Mr. Emmanuel's dam safety experience began when he was with the Pennsylvania Department of Environmental Resources (now Environmental Protection) Bureau of Dams and Waterway Management in the late 1970’s. In his consulting experience, Mr. Emmanuel has participated in more than 40 dam safety projects at existing structures in New Jersey, New York, and Pennsylvania. His duties have included performing inspections, stability analyses of gravity and arch structures, analyses of seepage conditions, hydrologic and hydraulic analyses of spillway adequacy and dam failure impacts, preparation of Emergency Action Plans, and the design of remedial improvements. Mr. Emmanuel's experience in site remediation, stream channel restoration, and environmental permitting are suited to the tasks associated with dam removals.

Mr. Farber has 16 years of professional engineering experience. His technical expertise includes geotechnical and foundation engineering, geosynthetics, and geoenvironmental design. Mr. Farber has held lead geotechnical responsibility for subsurface investigations, and has designed numerous deep and shallow foundation systems, as well as landfill cap and closure systems.
