Mr. Gibbons has more than 38 years of professional experience in the areas of municipal, civil, and sanitary engineering programs. Mr. Keyser leads O’Brien & Gere’s Corporate Federal Programs. He has more than 28 years of experience in engineering, 26 in federal service as an Army Engineer Officer, including service as a construction program manager on the Army Staff in Washington and as Commander of the Corps of Engineers Districts in Philadelphia and Mobile. His experience in conducting military construction, operations, and maintenance projects for the Army, as well as executing projects on behalf of the Army, Air Force, Department of State, and USAID provide Mr. Keyser with capabilities that can assist clients in developing both technical and funding solutions for their water and wastewater challenges.

Mr. MacArthur has more than 36 years of professional engineering experience, and currently serves as a Senior Technical Director with O’Brien & Gere. He has served as lead design manager or technical consultant on numerous comprehensive municipal and industrial wastewater programs. Through his involvement in such programs over the last two decades, Mr. MacArthur has become a nationally recognized expert in the evaluation of existing systems, impact analysis of combined sewer overflow (CSO) on water quality, infiltration/ inflow analyses, field data gathering methodologies and procedures, evaluation of alternatives, implementation of selected remedies, and evaluation of effectiveness of implemented alternatives.

Mr. Kachalsky leads O'Brien & Gere's Metro New York region Total Water Solutions team. He has nearly 30 years of experience with wastewater and water programs, both large and small. His particular technical skills include hydraulics, membranes, wet weather programs, facility planning, design, and construction. Mr. Kachalsky led the first study of membrane technology for wastewater effluent treatment in the New York City Watershed, and has successfully managed engineering programs valued in the tens of millions of dollars.

Mr. Kraus leads O'Brien & Gere's Midwest region Total Water Solutions team. He has over 20 years of experience with wastewater programs. Prior to O’Brien & Gere, Mr. Kraus worked at a major municipality overseeing their combined sewer overflow and sanitary sewer overflow programs. Mr. Kraus's technical expertise includes wet weather program management, hydraulics, flow monitoring, and design. He is responsible for developing new business in these areas, as well as for managing the work in the Louisville and Lexington, Kentucky offices. Mr. Kraus is an active member of the Water Environment Federation Collection System Committee.

Mr. Bell has more than 21 years of professional engineering experience and has the responsibility of directing wet weather programs including CSO, SSO, and storm water projects. He has managed projects for both the industrial and municipal sectors, and has acquired extensive experience in performing utility evaluation studies, wet weather management strategies, preliminary and final designs, rehabilitation design, and preparation of contract documents. Mr. Bell’s experience includes regulatory negotiation and the application of trenchless technologies to rehabilitate deteriorated utility systems.

Mr. Conti has more than 10 years of experience in the area of municipal water and wastewater programs. As a Project Associate with O’Brien & Gere, Mr. Conti is currently responsible for delegating technical and administrative responsibilities to engineers, designers, and drafters on major complex and diverse projects. He assumes an active role in the selection of the project team, prepares and administers project budgets and schedules for projects under his supervision, and may also assist in the evaluation and selection of project contractors. Mr. Conti also maintains a close relationship with clients during the study, design, and construction phases of a project, and continues client contact following project completion.
