| Bluegrass Area Development District, KY O'Brien & Gere led a consortium of 16 communities through a feasibility study to select new water supplies, develop a grid system to wheel water, and establish a financial plan and new organization. The new regional organization has been created to deliver finished water to roughly 20% of the state. O'Brien & Gere's creative approach optimizes the use of the Kentucky River by combining "water credits" that provide for indirect reuse of treated wastewater, with flexible withdrawal from both the Kentucky and Ohio Rivers to solve the region's long-standing water deficit.  |
