A release of hazardous materials can be a dramatic and stressful event that can cause risk to human health, damage to property, and adverse environmental impacts. Whether the cause is human error, equipment failure, or a natural disaster, the overall approaches to managing these liabilities are similar. This session will provide an interactive overview of emergency response activities with a special emphasis on the management of various liabilities during the first 48 hours of an oil or hazardous material release. Potential liabilities that will be discussed are associated with: overall spill management, managing regulatory expectations, clean up techniques and equipment, insurance considerations, community air inhalation hazards, worker health and safety/exposure, protecting natural/cultural resources during release and clean up, Natural Resource Damage Assessment issues, waste management, land leasing/acquisition, media sampling, and impacts to drinking/industrial water intakes. The panel will incorporate their extensive emergency response experience into this discussion by using a fictitious scenario along coastal Georgia and by referring to case studies from numerous marine, railroad, pipeline, tank, and industrial releases.
